The Offer Evaluation combines the results of the evaluation of the offers. The initial situation is described, the received offers are compared with each other, the selected offer is named and the selection justified.

All factors and marginal conditions having an impact on the evaluation and selection of offers have to be listed. The basic documents for the evaluation of offers are the tender documents, together with the Project Manual. Apart from the initial technical situation what has to be cleared up is which administrational specifications have an impact on the Offer Evaluation.
Certain marginal conditions for the final evaluation are unconditional k. o. criteria like a budget may not be overdrawn, not being able to meet a set delivery deadline of the offer, or a missing certification of the offering company.
A criteria catalog has to be defined for the evaluation of offers as early as the placements are being prepared. This criteria catalogue must include a list of all technical, economical and legal criteria, together with an individual project weighting. Also non-material criteria like the image of the customer's company, how seriously the offer can be considered, or the experience gained in previous cooperation, as well as "apparently unimportant" criteria, e. g. that the company's headquarters are situated too far away, might play an important role, as far as the offers have to be qualified as economically equal, according to the specified evaluation criteria.
As a minimum, an evaluation catalog has to consider the following criteria:
- completeness of the offered technical performances
- IT know-how and special professional know-how
- equipment of the company
- cost and deadlines
- warranty
The evaluation of the offers is first realized by means of the k. o. criteria. All offers remaining after that are compared by means of the criteria catalog.
As far as the evaluation already makes a preselection in setting up the criteria catalog, no justification is required at this point. However, if the offers of some tenders are too similar in order to make a clear decision or if a selection is of strategic importance, the selection made for the project documentation must be identifiably justified.
